This event follows on from our Electrical Product Safety Conference on 27th October at Church House, Westminster. Tickets are selling fast for our conference. If you haven’t booked your tickets yet, please book soon to avoid disappointment. You can book your tickets via our online booking system.
The focus of our November Reception will be on ‘Tackling Counterfeit Electrical Goods‘ which is during the Fire Kills campaign Electrical Fire Safety Week and the fact it is in the run up to what is known as ‘Black Friday‘ the peak day for large offers on electronic goods via High Street stores and online. This is part of our work on the Digital Economy Bill currently starting its progress through Parliament.
We are aiming to spread the message to the government, and MPs, via the media and social media to ensure their constituents are protected from buying counterfeit electrical goods. The event is sponsored by Carolyn Harris MP and we are pleased that will be joined by the Home Office Minister for Policing and the Fire Service, Brandon Lewis MP.
I hope you will be able to attend our Parliamentary Reception, please RSVP by Friday 30th September, directly to me. Places are very limited. Formal invitations will then be sent out closer to the time via post and invitations must be presented on arrival at the Houses of Parliament otherwise entry is not permitted.
New Book – The Great Fire of London 1666: A Cold-Case Fire Investigation
A new book, entitled “The Great Fire of London 1666: A Cold-Case Fire Investigation”, has been authored by the Worshipful Company of Firefighters to commemorate the 350th Anniversary of the 1666 Great Fire of London.

Driverless vehicles – where are we going?
15 September 2016
The House of Lords Science and Technology Committee launches an inquiry into the future uses of driverless (also known as autonomous) vehicles in the UK.
The UK has the potential to become a world leader in developing, producing and deploying autonomous vehicles. This inquiry will collect evidence on the potential uses and benefits of autonomous vehicles in contexts such as road transport, farming and space exploration.
The Committee is seeking written evidence from as wide an audience as possible and across a whole range of possible applications from cars to public transport.
Questions
- What are the potential applications for autonomous vehicles?
- What are the potential user benefits and disadvantages from the deployment of autonomous vehicles?
- Are further revisions needed to insurance, regulation and legislation in the UK to create an enabling environment for autonomous vehicles?
- What is the scale of the market opportunity for autonomous vehicles?
- Will successful deployment of autonomous vehicles require changes to digital or physical infrastructure?
Chairman’s comments
Chair of the Committee, Lord Selborne, said:
“Rapid progress is being made in the development of autonomous vehicles. Autonomous vehicles are being developed for a range of different purposes and have the potential to bring great benefits across a range of different sectors, for example in farming.
We will examine what the Government is doing to support research into developing autonomous vehicles in the UK, as well as the real world implications as these vehicles start to appear on the roads and in the work place. If the UK is to be at the forefront of this transport revolution, investment into research is vital to ensure the technology is perfected, allowing the public to embrace the use of autonomous vehicles.
There are potentially considerable economic opportunities and public good benefits from this technology. We will look at whether the Government’s actions are appropriate in supporting these opportunities. We welcome submissions of written evidence – and later oral evidence – to ensure that we can carry out the most thorough and informative inquiry possible.”
Timeline
The Committee is inviting written evidence on the issue, to be received by Wednesday 26 October 2016, and will start taking oral evidence on the inquiry in November.
Bangladesh Government and Global Brands Share Responsibility for Factory Deaths in Fire
The tragic deaths of at least 30 workers and injuries to many more in Saturday 10 September 2016 fire at the Tampoco Foil factory building in Tongi industrial district, 20 kilometres north of Dhaka, Bangladesh. This shows the callous disregard of the Bangladesh government for workers’ safety, and the failure of multinational companies doing business with the factory to take responsibility for the lives of workers in their supply chains.
The workers died when a boiler exploded in the factory building, an old structure to which extra floors had been added, spreading fire and eventually causing the building to collapse. The cramped building, full of flammable materials, was entirely unsuitable for a factory, and according to information received by the ITUC – the International Trade Union Confederation had only one working exit.
Factory owner Syed Mokbul Hussain, a former member of parliament, is being sued by the parents of one of the deceased, for culpable homicide. More than half the members of Bangladesh’s parliament have business interests, many of them factory owners. Requests by factory workers in Bangladesh to register their trade unions are routinely ignored by the government; thus, workers have been able to organise in only a tiny percentage of factories. Major multinational companies, including British American Tobacco, Mondelez and Nestle have been publicly named as using the factory in their supply chains.
Sharan Burrow, ITUC General Secretary, said: “These global brands all claim to have strict supplier standards to protect workers from just this kind of tragedy. When companies make bogus claims to regulators and shareholders there are real sanctions, but when it comes to protecting workers’ lives there are no legal consequences. There is no substitute for the rule of law; however, even the most basic right for workers to form unions to protect their rights and safety is routinely suppressed by the Bangladesh government. Yet again, the need for legal accountability and compliance across global supply chains is evident and we call on governments, starting with the G20, to make this a reality as a matter of urgency.”
The ITUC represents 180 million workers in 162 countries and territories and has 333 national affiliates.

Organised by the FIA, FIM Expo features many of the UK’s leading fire detection and alarm manufacturers and focuses on showcasing the latest products and developments in this sector of the industry.
The FIA will also be hosting two free, CPD accredited, seminars at the Expo, both on the key topic affecting FD&A world. First Seminar at 11 am will focus on New Emergency Lighting Standard and the second one at 2 pm will focus on benefits of Third Party Certification.

London’s first pop-up firefighting museum set to open
On 12 September 2016 the London Fire Brigade announced that it is opening their first free pop-up fire brigade museum in Lambeth with doors opening later this autumn.
Alongside modern day fire engines, visitors will have a rare opportunity to see the Brigade’s video and photographic archives, highlighting the history of Lambeth and its very own historic landmark building on Albert Embankment.
The museum, regularly described as one of London’s ‘hidden gems’, had been located on Southwark Bridge Road in Southwark since 1966, until its doors closed for the last time in September 2015 following the sale of the site.
Among the museum’s artefacts, currently in storage for safekeeping, are over 400 firefighting tunics and trousers, around 350 helmets and vintage fire engines.
The free attraction will open its doors for at least a year, attracting both locals and tourists to the iconic London landmark, who can turn up without booking in advance.
More certain future for museum
Jane Rugg, the museum’s curator, said:
“The temporary museum comes at an important time in the Brigade’s history, as it celebrates 150 years of its existence.
“It’s very exciting that the museum now faces a more certain future and will have both a temporary and permanent home at the Albert Embankment site.
“We are hoping the pop-up museum will particularly appeal to local people in Lambeth, who will be able to find out all about the history of the fire service in the area.
“Prior to 1966, the museum was based at Albert Embankment so it’s as if the museum is returning home.”
Eight Albert Embankment, which is opposite the Houses of Parliament, is set to be subject to a major multi-million pound redevelopment project that will see the modernisation of Lambeth Fire Station and a permanent museum within the next few years.
The temporary museum will be based in the Brigade’s old workshop space, directly behind the listed building.
Lambeth councillors approved the planning application last week so the Brigade, and its developer partner U and I Group Plc, can get work underway.

5. Discussion
Discussion on where to hold future FIG UK meetings in London. Various options were discussed and these are being followed up. The 8 September 2016 had to be re-located at very short notice to the Imperial Hotel, Russell Square, London.
6. Accounts 2016 and Membership Fee for 2017
FIG UK Accounts at 12 January 2016 and also at 12 August 2016 were circulated to Members by Sally Walsh – FIG UK Treasurer and Membership officer at the meeting. These two sets of Accounts will be sent as separate documents to all FIG UK Members following these Minutes.
Thanks to Sally for this updated Accounts work.
It was agreed that the 2017 Membership fee should remain at £20.00 per member.

We are developing a new much needed “Terrestrial Search and Rescue” course for flood and water rescuers. This is an extension of water search techniques to make the land and water margins better “cleared”, as very often water rescuers can be on site, but other search agencies can be some time to deploy. Therefore, the on site team can undertake search straight away in what can be a life safety critical situation, especially for young children, statistics show the best prognosis is to be found within the first four hours or sooner!
So no search can wait, or a rescue carried out without the search.

Dave Washer, Boat Safety Scheme reported the following:
He had explained his role in The Boat Safety Scheme which is similar to the car MOT scheme in the March 2016 newsletter and he I would also like to appeal for any boat related incidents that may have been reported. He reminds Members that the Boat Safety Scheme does not have a central incident data collection pot and rely entirely on the collection of information from news reports, colleagues and other fire related organisations and any support would be much appreciated. The website History of Occupational Safety and Health www.historyofosh.org.uk which she and her company has developed with RoSPA’s National Occupational Safety and Health Committee (NOSHC) was launched last year. The website does included fire and fire related information sources and covers reviews/legislation/links to full texts/standard specifications/memorial sites and the developments from the 1802 Factory Act. It lists many full text books, reports, legislation – the earliest full text book listed is De Re Metallica – hazards of working with metals which was published in 1556! You can digitally turn over the pages! Making workplaces safer and healthier is NOT NEW!
ACTION: Members are requested to check it out and if they can contribute by providing documents or references then that would be very welcomed by Sheila.
OSH UPDATE + FIRE electronic service
This long established electronic service is a special collection of OSH and fire legislation, guidance and advice and much more!
Do you need information on new developments, innovations, ways of working, latest research and training?
Alongside the developments is the need to keep up-to-date with new health, safety and fire information. You will need to quickly gain access to legislation, guidance and advice that is constantly being up-to-date and relevant. Your first port of call is to an aggregation of 26 databases collected together in an electronic service entitled OSH UPDATE + FIRE that currently contains over 1,133,67 records including over 101,000 full text documents from worldwide sources!
It is constantly update and arguably – especially at the subscription price the best collection source of OSH and fire information in the world. There are over half a million fire and fire related records in OSH UPDATE + FIRE.
The databases and contents are from worldwide class organisations such as the US NIOSH, the UK Health and Safety Executive, the European Agency for Safety and Health at Work and many more similar organisations.
Used worldwide by:

- Management in a wide range of industries and governmental departments
- Lecturers, trainers and students in universities colleges
- Inspectors, Consultants, Professionals
