The Boat Safety Scheme (BSS) is owned by Canal & River Trust and the Environment Agency. The Scheme works on behalf of the UK’s navigation and harbour authorities to help sustain safety and promote pollution avoidance on the inland waterways in respect of boats, their installations and components. Our main purposes are to minimise risks of fire, explosion & pollution, protect innocents and their property; and to help skippers keep their crews safe.
The BSS does this through:
- advice promoting techniques to identify and avoid risks; and
- by setting on behalf of the navigation and harbour authorities and with the advice of stakeholders, minimum safety and environmental requirements to prevent explosions, fires starting, fires spreading and pollution; and
- using the BSS examination to verify that systems and appliances on any given boat at least meet those minimum requirements.
The aim is to help ensure the efficient and effective management of those risks introduced by vessels that have been inadequately equipped or maintained and to guide vessel owners on matters of risk avoidance. We publish more information about this on the internet (see web address below).
In 2005 we introduced of ‘risk-based’ general requirements for privately owned/managed vessels. We must now take account of information, including accident and incident data, to help inform our activities, such as, helping us react in a timely way to new or potential risks including, by promoting safety advice, by issuing media releases and by recommendations to the navigation authorities concerning the adequacy of construction and equipment requirements.
By a way of an annual accident and incident report, we publish the breakdown of the data we have collected. We indicate current and future BSS activity associated with the key risk areas. It is published in a very broad form and no personal or detailed information is included.
